Description
Equalization of degrees involves the evaluation and comparison in terms of type, specialty and units of study of degrees obtained outside Iraq after high school (diploma, bachelor's degree, one-year and two-year diploma, master's degree, PhD). Holders of foreign degrees who wish to work with their degrees or continue their studies in the Kurdistan Region of Iraq must have their degrees equivalent to those of a university or institute in the Kurdistan Region.

Conditions
The application process will be online through the website (https://equalization.digital.gov.krd).
Applicants must fill out the online application form and receive the code at this link (https://scholarship.digital.gov.krd) before the start of the study, This is considered as one of the conditions for equalization of his degree.
For all higher education degrees (Technical Diploma, Bachelor's Degree, Master's Degree, PhD) the degree must be obtained from a university that is on the list of accredited universities of the Ministry of Higher Education, Otherwise, the degree will not be equalized, except for scholarships accepted by the Ministry.
For Iraqi applicants (outside the jurisdiction of the Kurdistan Regional Government), the list of accredited universities of the Iraqi Ministry of Higher Education will be accepted. For foreign applicants, the list of accredited universities of the Ministry will be ignored, provided that the university is on the UNESCO list or the Shanghai and Times websites.
The submitted certificates (Diploma, Transcript, Diploma Supplement) or one of them must be approved by the Ministry of Foreign Affairs, the Iraqi Embassy or the Kurdistan Regional Government Representation in the country of study, otherwise the transaction will not be processed.
Any certificate that is not in English or Arabic must be translated into English in the country of study and the translated copy must be approved (stamped and signed) by the Iraqi Embassy or the KRG Representation in the country of study.
For equalization, each certificate must be accompanied by the previous certificate. Only the requested certificate will be equalized. If several consecutive certificates were obtained externally, only the requested certificate will be matched. To equalize a bachelor's degree, high school diploma, or any other degree that led to admission to a bachelor's degree outside Iraq, it must be equalized by the Ministry of Education of the Kurdistan Regional Government.
Any foreign citizen who has obtained a degree in a country other than his or her own must be approved (stamped and signed) by the Ministry of Foreign Affairs of the country of study.
Master's degrees are recognized only in the form of courses and letters.
PhD studies are allowed in both forms (course and research, or research only), provided that the applicant has had the required length of stay in the country of study.
An institute degree (two years of post-secondary education) is considered a technical diploma and is equated.
Training degrees are not recognized in the medical field and are not equivalent to academic degrees.
Education must be in the official language of the country of study, or in English. Applicants must have a certificate of the language course in the country in which they completed their studies and wrote their letter, except for studying in Arab countries.
PhD and master's theses that are not written in English or Arabic must be partially translated into English by a legal translator and approved by the Office of Justice. The parts to be translated should include:
In order to carry out the equalization of certificates for people outside the Kurdistan Region, they must have a residence card in the region and the expiration date of the card should not be less than (3) months. This requirement does not apply to students applying to study in Kurdistan universities.
To be equivalent to a master's degree, a bachelor's degree must be at least 65%. For PhD studies, the master's degree must not be less than (70%). Otherwise, their certificate will not be recognized.
The required period of stay for study abroad should be as defined in Directive No. (5) of 2022 on the equalization of degrees.
Scientific proficiency examinations and seminars must be in accordance with the requirements specified in Directive No. (5) of 2022 on the equalization of degrees.
Only degrees obtained in a single major are considered academic. That is, the last degree must be in the same specialty as the previous degree, otherwise, it is considered a professional degree.
Online education and certificates are not accepted in Kurdistan and will not be equalized.
Applicants who are employees will be equalized only if they have a study permit, and must submit their ministry's resignation and resumption order, otherwise they will not be equalized. The period between the date of resignation and the start date must not exceed 30 days.
Any applicant who is not an employee must submit an undertaking through the Directorate of Legal Affairs of the Ministry of Higher Education or the Office of Justice, promising that he/she was not an employee of any institution of the Kurdistan Regional Government and Iraq. The number and date of issue of the pledge shall be clearly indicated on the decision to equalize the certificate.
Those who have studied in a five-year institute after grade 9 and want to continue their studies abroad will be treated according to the same guidelines as those admitted to local universities.

Fifteen (15) to thirty (30) working days. Note: In the absence of defects and the citizen's early response to correct the deficiencies will be included in his deadline, any delay by the citizen will be directly delayed in the transaction.

- For citizens of central and southern Iraq (150,000) one hundred and fifty thousand dinars.

Procedures
The client visits the following website in order to open his/her own account.
After filling out the online equalization form completely, monitoring the account, and following up the comments given, then the employee will be notified to visit the Directorate of Equalization of Certificates
Visits the Directorate of Equalization of Degrees in the office of the Ministry of Higher Education and Scientific Research, in order to determine the next department according to his specialty.
Visit the department according to its specialty, in order to submit original documents and verify them. For those who have been issued a seminar decision, they must receive their seminar transcript.
Visits the director’s room, for the purpose of determining fees.
He visits the accounting department to pay the fees.
Visits the Director's Room, in order to re-verify the certificate and approve it.
Visited the Deputy Director of Apostolic and Cultural Relations, for verification purposes.
Visits the general director for final signature.
Visits the receiving and issuing rooms to record the written number.
Revisit the Equalization Directorate, for final approval
