Conditions
The person must have an expired residence card. If the residence card is expired or does not have a residence card, all financial penalties will be imposed.
If he has lost his passport, he must have a missing person’s police note.
If his passport is burned, he must have a letter from the Civil Defense Directorate.
A birth certificate is required for newborns.

According to Directive No. (1) of 2021, the following guidelines for issuing electronic visas and residence permits in the Kurdistan Region:
- (50,000) Fifty thousand dinars for issuing an exit passport.
- (60,000) Sixty thousand dinars Exit stamp.
- Five (5) financial currencies.

Procedures
The foreigner visits the relevant residence directorate according to the geographical boundaries.
Visits the residence Director’s room to submit an application and receive initial approval.
Visits the room specialized in issuing exit passports, in order to audit and prepare the file and prepare receipts for fees.
Return to the exit passport issuance room, in order to complete the procedures and prepare the exit passport.
He visits the exit stamp room, to get the exit visa stamped on the passport and the transaction is completed.
