Description
Issuance of residency cards to foreign students studying in various educational institutions in the Kurdistan Region who are eighteen (18) years old or older. This card is valid for six months or one year and can be renewed after that period.

Conditions
Foreigner shall have attained the age of eighteen (18).
Testing for communicable diseases (AIDS, B and C hepatitis, malaria, Bilharzia).
The validity period of the foreigner’s passport shall not be less than six (6) months.
Must have educational center support.
If the transaction is to renew the residency card, the old residency card is required. Foreign students must apply for the renewal of the residency card before the expiration date, otherwise they will be subject to a late penalty of 20,000 dinars per day.

According to Directive No. (1) of 2021, the following guidelines for issuing electronic visas and residency permits in the Kurdistan Region:
For foreigners who do not need to obtain a visa in advance to enter the Kurdistan Region:
- (300,000) three hundred thousand dinars in exchange for conversion of visit visa to residency card.
- (150,000) one hundred and fifty thousand dinars for issuing a residency card.
- (25,000) Twenty-five thousand dinars residency administration fee for applying for residency permit.
For foreigners who need to obtain a visa in advance to enter the Kurdistan Region:
- (1,000,000) One million conversion of visit visa to residency card.
- (150,000) one hundred and fifty thousand dinars for issuing a residency card.
- (25,000) Twenty-five thousand dinars residency administration fee for applying for residency permit.
For residency card renewal:
- (150,000) one hundred and fifty thousand dinars in exchange for renewal of all types.
- (25,000) Twenty-five thousand dinars residency administration fee for residency renewal applications.
The penalty for late renewal of residency card for each day of delay is (20,000) twenty thousand dinars.

Procedures
Students can apply online if the educational institution has an electronic code in the system, or they can visit the relevant residency department offline through a representative or lawyer.
Visits the room for issuing residency cards to students in order to submit applications. After verification, all transactions are scanned and the names of foreign students are sent to the central laboratory online for health test.
After the health test and returning the results electronically after (48) hours, the student will visit the specialized residency directorate in the room for issuing residency cards to students, after verifying the results of the health test, a receipt will be issued.
Visits the accounting room, in order to pay the prescribed fees.
Revisits the room for issuing residency cards to students, in order to return accounting receipts and scanning.
Visits the printing department, in order to print the residency card and complete the transaction.
